That was a good article that covered both sides.  I'm wondering if the 
administration is even thinking about all the other people who use that 
land, though.  My ideal vision of land use would be a cow gazing next to
a mineral collector under the shade of a windmill.  In reality, I fear 
the situation will be the rancher yelling at the collector for digging 
holes and at the builder for ruining grazing land with the windmill, the 
  builder claiming that neither of the others has the right to be on the 
land, and the collector yelling at the other two holding up a page of 
BLM regs trying to explain it to them.
