Certainly not, I've self-collected a little a couple of times.  Just
wander around the grounds until you find a natural tar seep, there are
several, and help yourself!  No one seems to care.  It's useful if you
come prepared with one or more liquid-tight containers and a plastic
spoon.  No extra charge for the modern-day leaves, bugs, etc,
inextricably mixed with the asphalt...
