Well, here is a status report...  I've spent all this time figuring out 
how to build this.  I have since bought an air compressor, 1/8" brass 
tubing, compression fittings, micro drill bits, a tubing bender, fine 
mesh screen, and custom-cut Lucite squares of the appropriate size.  I 
also acquired wet/dry emery paper from 220 to 2000 grit.  I have all the 
pieces now.  I am going to make a multi-chamber unit, with 6 mills going 
at once, each one with a different grit size.  This is probably 
overkill, but I figured if I am going to make one of these, I might as 
well make it substantial.

Now I need to get ready for an apartment inspection, finish an asbestos 
talk for May, and if I survive that, vacation at the end of May.  So I'm 
thinking it will not be until June when I get this finished.
