[Rockhounds] [ADMIN] List Rules - the old lonnnnggg version

As a temporary measure until I get a website up and the rules posted there (and before I finish the rewrite on the "short" version - this version is 1.8k!), here are the long, almost original rules.

Only changes here: I point out that the RHLAdmin email address doesn't work, I changed the AD section to read once per month, and I clarified how we might put the list on moderation (I got rid of the 2 warnings thing and said we'll *try* to give you at least one, possibly two, since that's how it's been working, anyway).

I'm trying to set this up for comments on the page, since I'm creating the revised short version, but it's not working. I have a support request into Ning, and they tell me that comments will be working again shortly. I will let you know when that feature is available. (In order to comment, when comments are available, you will have to join rockhounds.ning.com)
