[Rockhounds] for those in New York City w/an interest inradioactivity

Could it have somthing to do with the definition of what is "in the
undeground"?
If you buy property, how deep does your ownership go? 
Any treasure you find on non-private property belongs to the state and you
get a percentage for finding it. Any UNDERGROUND treasure does probably not
fall under things that "can be found" but should rather be looked upon as
"rescources"... Just like coal or petroleum.
You can't go drilling for ore anywhere you want to either, can you?
I'm not sure but I think you'd have to look for an answer in this
direction...
