Lots of good ideas. You should talk about them on other chat groups as well.
I would suggest to start a thread on Mindat.org and the MSA chat group.
There are non profit groups you can talk with like the Sterling Hill Mining
museum that actually have a certification to teach teachers and the teachers
can get credit for it. Also Tony Nickshire has started a non profit to act
as a store house for unwanted geological and mineralogical specimens that I
think he would be glad to give to groups that can show they will really use
them. Also I might suggest that a standard set of rock types and minerals be
developed and then ask gem and mineral societies near to where they can be
collected to gather quantities of them for distribution to people making the
teaching materials. I agree that some money should be charged for the
teaching materials. This will go a long way to making the whole thing work.

However the problem of creating a good program revolves around finding
qualified people who can donate their time and energy, the facilities to
house the work and the equipment and supplies to make it work.
