If you want to know what a bright, determined teenager can do with 
commonly-available radioactive materials, get a copy of The Radioactive Boy 
Scout by Ken Silverstein.

Synopsis: This kid built a breeder nuclear reactor in his backyard potting 
shed... so hot it lit up the geiger counters a block away. He used many, 
many smoke detectors, and lantern mantles, and glow in the dark paint, and 
got all the info he needed on how to build it right from the nuclear 
regulatory agencies... fun stuff.
