Robert,
I agree with most of what Tim has advised.  I would not try to make a  
cabchon with a dremmel tool.  That being said flexible shaft tools are used  for 
carving stone.  The long shaft allows the cutting/grinding tool to be  operated 
inside a plastic box and kept wet, without risking getting water into  the 
motor or causing the operator to inhale the rock dust.  Diamond bits  and grits 
are available for this.  With the grits one can force the grit  into a piece of 
fiberglass rod.  The piece of rod is attached to a  tool shaft by screwing it 
on or bonding with epoxy.  I believe a google  search would turn up some 
detailed info on how to build the box and obtain  supplies.
