He's wondering how they moved themselves.  Possibly they were stuck into a large sheet of ice that helped grab the wind and skate them across the surface of his walk and lawn.

It did look like the rocks were moving, but I wasn't sure if they were  being 
rolled away, or moving under their own power.  Maybe he is indeed  "setting 
them free".
 
Kreigh, you obviously have a much more refined sense of humor than we  
peasants!
