Chuck,

You might try Sauvie Island north of Portland. Get permission from a local 
farmer to walk the freshly plowed fields. I found a nice point digging my 
garden when I lived there. Sauvie was the summer home of the Multnomah 
Tribe. It's probably illegal to collect on any public lands there however.
