are you dealing with a lock of door (running a linux box ?) and
physical access or a logical system to store some secrets ?

if physical access applies most of available solutions
use mifare chip - it's a little bit weak but so convenient.
that means hybrid card, the chip will be used for logical
access control.

the door is connected to a normal card reader ??

what means "programmed" ? these systems obvioulsy allow user
recording (tag, or key-cert, or biometric id, or ...) it is
programming ?
