This reader works fine for me. I would need more debug information to help you.
- connect your pinpad reader
- kill any running pcscd process
- start "pcscd --debug --foreground" and post here the output

It depends on the list of drivers you have installed.
Have you installed the Smart Card Services Update v1.2 [1]?
