mental model needed, help!

When one stores a _new_ keyver keyset to a GP2.01 card, I had always 
envisioned an _additional_ array of keys being stored on the card's _issuer_ 
domain.

is that the correct way of thinking about the protocol, when talking to the 
card issuer SD?

or, is it more correct to say that one is simply replacing elements of a 
singular array of keys, possibly giving the array a new version-number?
