which MAC key ? RU dealing with a GP KeySet ?
a card issuer may rotate a keySet loaded by a card manufacturer before 
issuance.
this doesn't change the security controls applied by GP.

a "blank card" ?? fully empty ? without a card domain to load JavaCard 
package ?
if you mean "not GP compliant card", I'm not sure it's cheaper, there is a 
license fee paid to SUN for the JVC VM, but none paid to GP for a Card 
Domain implementation.
