Maybe you can also use the JCOP tools.

See the file helloInstallGP21.txt file. Should be contained in the 
release at Source Forge. I have also such a card and no problems, if 
there are problems, contact me.

Some modified version with better build script, maybe interesting, but 
you can place any MuscleCard version in the MCardApplet/src directory 
and it will compile:
