[Muscle] Virtual PC/SC Card Reader

For those of you of the PC/SC persuasion, the latest release of NIST's PIV reference implementation also contains the source code for a PC/SC virtual card reader.  This is a Windows PC/SC driver that sits under the PC/SC Resource Manager (and so looks like just another card reader to the PC/SC API) but passes the commands that it recieves back to a user mode API rather than off to a piece of hardware.  Once back to user space they can be handled by a virtual card on the same machine or UDP'd off to a card somewhere on the net.
